2024 Installation Honoree | Letitia Moore

EBLC to honor Letitia Moore with Distinguished Advocate Award at the 2024 Installation Awards.


LETITIA MOORE serves as a partner at Holland & Knight and has more than 25 years of experience addressing complex environmental, regulatory, and land use decisions.

Letitia focuses her practice on complex development projects, land use permitting, environmental compliance, and government advocacy. She is well versed in matters involving local land use and state housing laws, compliance with environmental regulations, and the implementation and enforcement of federal and state environmental laws. Letitia’s practice includes land use and environmental due diligence for real estate transactions, in addition to counseling on regulatory compliance and environmental management, planning, and cleanup issues. Letitia advises on regulatory issues ranging from pesticide, hazardous materials, and hazardous waste management to California Proposition 65 compliance.

Prior to joining Holland & Knight, Letitia served as a Section Chief for the Pacific Southwest Region (Region 9), Office of Regional Counsel, Hazardous Waste Branch. During her tenure at the EPA, she handled the full range of issues covering enforcement under the Comprehensive Environmental Response, Compensation, and Liability Act; Resource Conservation and Recovery Act; Emergency Planning and Community Right-to-Know Act; Toxic Substances Control Act; Clean Water Act and Clean Air Act, including novel and precedent-setting matters.

Letitia is a member of the East Bay Leadership Council’s board of directors and will be moving into the role of Vice Chair of Infrastructure on EBLC’s Executive Committee this year. Through her work as Chair of EBLC’s Housing Task Force, Letitia has provided invaluable guidance for the organization’s housing advocacy efforts and played an integral role in developing EBLC’s Housing Project Endorsement Criteria.

In addition to her work with EBLC, Letitia is a leader in the California bar and her community. Letitia served as the first black councilmember and first black mayor of El Cerrito. In addition to her daily government duties, she represented El Cerrito on the boards of the West Contra Costa Integrated Waste Management Authority and the West Contra Costa Transportation Advisory Committee. She was also an officer with the El Cerrito Branch of the NAACP. She currently serves on the executive committee of the California Lawyers Association Environmental Law Section, the board of the Rosie the Riveter Trust, and the Berkeley Law Center for Law, Energy, and the Environment Advisory Board.
