EBLC Policy Advocacy
EBLC advances a comprehensive policy advocacy strategy that spans federal, state, regional, and local levels of government in order to foster economic vitality and quality of life across the East Bay.
A significant portion of this work occurs at the state level, where EBLC engages on legislation, budget decisions, and regulatory and administrative actions that can have far-reaching implications for the region. Through meetings with legislators and state agencies, advocacy letters, and testimony at hearings, EBLC works to ensure that the perspectives and priorities of the East Bay are reflected in statewide policy decisions.
Regional advocacy is another central pillar of EBLC’s efforts, involving engagement with county governments and Bay Area–wide agencies on policy changes, planning frameworks, and funding decisions that guide regional growth and investment. Through this work, EBLC helps ensure that regional policies reflect the needs of East Bay communities.
While state and regional engagement make up the majority of EBLC’s advocacy portfolio, EBLC also maintains strong relationships with the East Bay’s federal delegation and works with local governments and public agencies to support alignment across all levels of government.
EBLC’s advocacy is grounded in input from its members, Board of Directors, and task forces, and is rooted in the priorities and positions outlined in the organization’s Policy Platform.

Policy Intake Form
One important way EBLC stays informed on relevant policy issues and hears directly from members is through the organization’s Policy Intake Form.
This form gives members the opportunity to flag state bills, local ballot initiatives, regional policies, or federal proposals that EBLC should consider supporting or opposing. While the organization is especially interested in California legislation during the 2026 session, submissions on other policy issues are welcome year-round.
Insights from EBLC and community members help ensure EBLC’s advocacy reflects the priorities and expertise of its network while empowering staff to respond quickly to emerging policy issues. If there’s a policy you think EBLC should be paying attention to, we encourage you to submit it.
