EBLC to honor Rebecca Rozen with Advocate of the Year Award at the 2025 Installation Awards.


Rebecca Rozen’s passion for healthcare comes from the simple yet impactful Jewish concept Tikkun Olam, which in Hebrew translates as “repairing the world.” It reflects a sacred duty to leave the world better than we found it — a mission Rebecca has embraced wholeheartedly.

“I always wanted to work in a field where I could make a difference and improve people’s lives,” she said.

Now, with a career in healthcare advocacy spanning over two decades, Rebecca has undoubtedly achieved her mission, empowering providers across California to deliver exceptional care to their communities. Her unique ability to balance compassion with strategic vision is why she’s been named the Advocate of the Year at our 2025 Installation Awards.

Rebecca began her career as a Legislative Assistant to U.S Senator Barbara Boxer. There, while shaping policy positions on healthcare reform, education and women’s and children’s issues, her path in healthcare advocacy started to crystallize.

“Seeing and learning about the gaps and inequities in our health care system, made me want to be part of making it better for everyone,” she said. “We all want to be in the best of health and get the best care when we need it.”

Since then, Rebecca has worked at Kaiser Permanente as the Community and Government Relations Representative for the Northeast Bay Service Area where she fostered relationships with elected officials as well as with community and business leaders. She joined the Hospital Council in 2000 and now serves as the Regional Vice President of the Hospital Council of Northern and Central California, facilitating programs that promote excellence in hospital care.

Rebecca also chairs the East Bay Leadership Council’s Health Task Force, a forum she helped energize as a space to explore how health policy shapes outcomes across the East Bay, how local leaders can influence those policies, and how employers can engage more deeply with the solutions. As a member of the EBLC Board of Directors, she continues to guide the organization’s health advocacy efforts with insight and resolve.

Right now, her focus is on the staggering $800 billion cuts to Medicaid included in the federal budget reconciliation bill — cuts that could cost California hospitals over $100 billion in the next decade. With East Bay hospitals receiving over 60% of their revenue from government payers, Rebecca worries that millions of Californians will be stripped of their coverage and access to preventive care services. But she’s not backing down. In fact, she’s calling the healthcare community to action.

“Now more than ever all of us in healthcare need to be coordinating and addressing problems together for the benefit of our patients,” she said.
